This training program is exclusively organized for lawyers registered with the Bursa Bar Association.

Who Can Attend:
According to Article 1, Section I of the Ministry Circular No. 171 on the Procedures and Principles of Concordat Commissary Basic Training:

• The commissary basic training, which includes the theoretical and practical knowledge necessary for performing commissary duties, may only be taken by individuals with at least five years of professional experience.

Attendance Requirement:
Participation in the basic training is mandatory. Training institutions will keep attendance records, and participants who miss more than 1/12 of the classes will be dismissed from the program.

Validity of the Concordat Commissary Certificate:
Commissioners are required to attend a renewal training once every three years, with a duration of no less than twelve hours, provided by authorized institutions. A commissioner must complete this renewal training within the third year from the date of registration. Commissioners who fail to attend renewal training will not be re-registered on the list.

Training Content:
The basic training covers:

• General principles of enforcement and bankruptcy law

• Concordat legislation

• Qualifications required of a commissary

• Duties, powers, obligations, and legal/criminal liabilities of the commissary

• Concordat project

• Creditors’ committee and its duties

• Business management

• Analysis of financial reports

• Crisis management in enterprises

• Report writing methods and techniques

• Additional topics deemed necessary by the Presidency

Instructors:
The basic training is delivered by professors, associate professors, or PhD holders specializing in civil procedure and enforcement-bankruptcy law, civil law, commercial law, business, economics, finance, and accounting.

Certificate of Participation:
Participants who complete the basic training will be issued a certificate within 15 days confirming their completion.

Exemption from Commissary Training:
Professors or associate professors in the fields of civil procedure and enforcement-bankruptcy law, civil law, commercial law, business, economics, finance, and accounting are exempt from commissary training.

Important Information:

• Once the Concordat Commissary Registry acceptance dates are published by the Regional Expertise Boards, applications must be submitted online with the participation certificate and other required documents. Physical applications to the regional boards will not be accepted.

• After completion of the training and institutional verification, certificates will be issued and sent via PTT Cargo to the address provided during registration. Please ensure your contact details are up to date.
