Legal Basis:

The program is conducted within the framework of the “Regulation on Occupational Health and Safety Services to be Conducted by Employers or Employer Representatives in Workplaces”, dated June 29, 2015, Official Gazette No. 29401.


Information About the Training Process:

The program is a fully asynchronous online training model designed to enable employers or employer representatives to effectively carry out Occupational Health and Safety (OHS) services in compliance with regulations. This training is delivered entirely according to distance learning principles.

Training will take place between the specified start and end dates. During this period, all course videos will be accessible 24/7, allowing participants to watch the content at their convenience.

Completion of all modules is considered a success criterion. The program duration is 1 month (30 days), and participants are expected to complete all lessons within this timeframe.

Participants who complete the full program will be deemed successful and will receive a completion certificate, which will be E-Government verified.


Target Audience:

  • Employers, employer representatives, and individuals who will personally conduct OHS services under the regulation.

  • Owners or managers of workplaces with less than 50 employees classified as low-risk.

  • Individuals acting as employer representatives.

  • Entrepreneurs planning to start a business and fulfill the legal obligation.

Note: Individuals under 18 cannot apply as employers. This training is not for interns; it is intended for employers and employer representatives working in low-risk workplaces with fewer than 50 employees.

Certificate Example

Occupational Health and Safety Training for Employers and Employer Representatives: Practical Applications and Common Scenarios

Under Law No. 6331, employers and employer representatives may carry out OHS services under certain conditions. To exercise this authority, individuals must meet the qualifications defined by legislation and complete the Employer/Employer Representative OHS Training provided by authorized institutions.

1. Training Obligation and Scope

It is prohibited to perform OHS services without training. Violations result in administrative fines under Article 26 of Law No. 6331. This training is valid only for low-risk workplaces with fewer than 50 employees. Certificates have no expiry; however, if regulations or workplace risk class changes, retraining is recommended.

2. Authority Limits

  • Employers may cover multiple low-risk workplaces within the same province.

  • Employer representatives are authorized for a single workplace only.

  • Representatives must have authority on behalf of the employer and be recorded in the Social Security Institution (SGK) system accordingly.

3. Post-Training Process and OHS-KATIP Registration

Upon completing the training, participants must enter the OHS-KATIP system to:

  • Enter employer/workplace information

  • Upload training certificates

  • Submit a declaration
    The service becomes valid after Ministry approval. Failure to submit a declaration renders the service legally invalid and subject to administrative penalties.

4. Certificate Validity and Renewal

There is no legal time limit for certificate validity. However, in cases of:

  • Change in workplace risk class

  • Employee number exceeding 50

  • Significant workplace changes
    New assignments for OHS experts or workplace physicians may be required.

5. Authorized Training Institutions

Training is provided only by universities, public institutions, or professional chambers authorized via protocol with the Ministry of Labor and Social Security. For example, Bursa Uludağ University is a recognized institution with an up-to-date curriculum and expert trainers.

6. Employer Change or Representative Assignment

If an employer representative leaves, the new representative must complete the training and register in OHS-KATIP. Otherwise, the service is invalid.

7. Certificate Transition Process

Certificates obtained before the regulation came into force can be converted to the EK-3 format under the current regulation until December 31, 2025.

8. Competence and Task Limits

Activities that can be performed by employers or representatives:

  • Providing OHS training to employees

  • Handling administrative tasks such as documentation and record-keeping
    Note: Entry and periodic medical examinations and environmental measurements can only be performed by workplace physicians or OHS experts.
