Announcement Regarding the Procedures and Principles for Bankruptcy Administration Officer Applications

In accordance with the provision of the first paragraph of Article 23 of the Regulation, titled "Application to the list," which states, "The interested party shall apply to the regional expert board of their place of residence or the place where they conduct their professional activities, according to the calendar and principles determined by the Ministry, to be registered on the list," bankruptcy administration officer applications will be received electronically between September 11 – 26, 2025, according to the procedures and principles set forth below.

Categories

Article 223 of the Execution and Bankruptcy Law No. 2004 stipulates that bankruptcy administration officers shall be selected from the “List of Bankruptcy Administration Officers” (the list) created by the regional boards of experts.

Article 4 of the Regulation on Bankruptcy Administration Officers, titled "Qualifications of the bankruptcy administration officer," published in the Official Gazette dated 27/12/2023 and numbered 32412, regulates the requirements for becoming a bankruptcy administration officer.

In accordance with the first paragraph of Article 23 of the Regulation, titled "Application to the list," which states, "The concerned party applies to the regional board of experts in their place of residence or professional activity, according to the schedule and principles determined by the Ministry," applications for bankruptcy administration officers will be received electronically between September 11 – 26, 2025, according to the procedures and principles specified below.

APPLICATION REQUIREMENTS

1- The following qualifications are required for a bankruptcy administration officer:
a) Being a Turkish citizen.
b) Having full legal capacity.
c) For those to be selected from among lawyers, sworn-in certified public accountants, or certified public accountants, having graduated from an undergraduate level educational institution in Turkey or abroad whose equivalence is accepted by the Council of Higher Education.
ç) For those to be selected from outside the categories of lawyers or accountants, having graduated from an associate or undergraduate level educational institution in Turkey or abroad whose equivalence is accepted by the Council of Higher Education.
d) Having at least five years of professional experience.
e) Not being bankrupt.
f) Not having been dismissed from a profession or civil service, and not being prohibited from practicing an art or professional activity.
g) Not being prohibited from public service.
ğ) There being no provision in the legislation governing their current profession that prevents them from serving as a bankruptcy administration officer.
h) Even if the periods specified in Article 53 of the Turkish Penal Code No. 5237 have passed; not having been convicted of an intentional crime carrying a prison sentence of more than one year, or crimes against the security of the state, crimes against the Constitutional order, embezzlement, extortion, bribery, theft, fraud, forgery, breach of trust, fraudulent bankruptcy, bid rigging, or other specified crimes.
ı) Having no affiliation or connection with terrorist organizations.
i) Having completed the bankruptcy administration officer training, without prejudice to Article 18 of the Regulation.

2- In the calculation of five years of professional experience, periods spent in pre-professional education and internships are not counted as active work.

3- Applicants must have received 36 hours of basic training for bankruptcy administration officers from training institutions listed on bilirkisilik.adalet.gov.tr in accordance with Ministry Circular No. 2025/1.

APPLICATION PROCEDURE

1- Applications are made to the relevant regional board through the Citizen Portal (http://vatandas.uyap.gov.tr) via e-Government by following the steps in the application guide in Annex-1.
2- Applications made in person, by mail, or by proxy will be rejected without examination.
3- It is not possible to apply to be registered on the list of more than one regional board.

DOCUMENTS TO BE ATTACHED TO THE APPLICATION

1- Applicants must fill out the application form after logging into the e-Government system and upload readable scanned versions of the following documents:
a) Original or certified copy of the undergraduate or associate degree diploma.
b) The declaration in Annex-2 stating that they do not possess the obstacles specified in paragraphs (e), (f), (g), and (ğ) of the "Application requirements" section.
c) Document showing at least five years of professional experience.
ç) Participation certificate for basic training for bankruptcy administration officers.

2- Professors, associate professors, or doctors in relevant fields (Law, Economics, etc.) are exempt from training as per Article 18.
3- Applications with missing information or documents will be rejected.
