Notice: According to the announcement by the Ministry of Justice, Department of Expert Witnesses, an extension has been granted for expert witness applications via the UYAP Expert Portal, and applications can be submitted until February 16, 2026 (23:59).
Candidates who have completed the registry application cannot upload the participation certificate received this term additionally. Training can still be taken for informational or development purposes. Candidates who have not yet applied to the registry can upload the participation certificate when applying.
Training Information
- Training Method: Face-to-Face (In-person) Training
- Training Date: Will be planned once sufficient pre-applications are received.
- Training Duration: 24 Hours (4 Days * 6 Hours)
- Training Location: Bursa Uludağ University Görükle Campus
- Training Process: A WhatsApp group will be created close to the training date and all information will be shared there.
- Training Capacity: Minimum 20, maximum 30 participants. If the minimum participant number is reached in 80 provinces outside Bursa, face-to-face training will be planned in your province. Training will not be conducted with fewer than 20 participants; fees will be refunded. If more than 30 apply, a new group will be formed.
- Participation Certificate: Given to participants with 80% or higher attendance.
Important Information
The training is organized to support the professional development of individuals who meet the requirement of at least 5 years of practical experience in their field, as sought by the Department of Basic Expert Witnesses.
The certificate obtained at the end of the training does not serve as proof of 5 years of practical experience in this field.

Training Objective
The purpose of the training is to develop participants’ calculation skills in disputes arising from attorney fee schedules, statutory and contractual attorney fees, enforcement proceedings, and litigation costs, in accordance with legislation and judicial decisions.
Participants will be practically taught how to calculate attorney fees under both Civil Law and Enforcement Law.

Day 1
- Concept of Attorney Fee and Legal Basis
- Attorneyship Law No. 1136
- Differences between statutory and contractual attorney fees
- Opposing party attorney fee / post-enforcement fees
Day 2
- Official fee schedule and freelance contract applications
- Calculations based on minimum fee schedule
- Freelance receipt – tax aspects
- Rate determination according to case value
Day 3
- Attorney fees in enforcement proceedings
- Calculation in proceedings with and without court decision
- Post-collection distribution
- Effect of interest and expenses
Day 4
- Practical file analysis and expert reporting
- Calculations based on case/enforcement files
- Developing formulas according to judicial decisions
Learning Outcomes
- Ability to correctly calculate statutory and contractual attorney fees
- Specialization in attorney fee calculations for enforcement proceedings
- Mastery of TBB and Minimum Fee Schedule applications
- Ability to prepare professional expert reports based on court files
