Training Information

  • Training Method: Face-to-Face (Formal) Training
  • Training Date: It will be scheduled when a sufficient number of pre-applications is reached.
  • Training Hours: 24 Hours (4 Days * 6 Hours)
  • Training Location: Bursa Uludağ University Görükle Campus
  • Training Process: A WhatsApp group will be created close to the training date and all announcements will be made there.
  • Quota: Minimum 20, maximum 30 participants. If a minimum number of participants is reached in 80 provinces outside Bursa, face-to-face training will be planned in your province. Training is not held under 20 participants; fees will be refunded. A new group will be formed for applications exceeding 30.
  • Certificate of Participation: Issued with at least 80% attendance.

Important Information

This training has been organized to improve professional development and increase knowledge of individuals who meet the qualifications specified in the link below, announced by the Department of Expertise, provided that they have at least 5 years of practical experience in their field.

The certificate obtained at the end of the training cannot be used as proof of the requirement of 5 years of practical experience in this field.

Purpose of the Training

The purpose of the Public Real Estate Valuation Training is to provide the knowledge, methods, and practical skills required to objectively determine the value of publicly owned real estates such as land, plots, buildings, and facilities based on economic, legal, and technical criteria.

This training, unlike private valuation methods, also covers additional dynamics such as public interest, administrative regulations, legal constraints, and public policies.

  • Engineers in mapping, civil engineering, urban planning, and agriculture
  • Valuation experts

1. Definition, Types, and Legal Status of Public Real Estates (Day 1)

  • What is public real estate?
  • Places under the control and disposal of the state
  • Treasury, municipality, special administration, and foundation properties
  • Types and characteristics of real estates
  • Land, plots, fields, buildings, facilities, coasts, pastures, plateaus, etc.
  • Allocated vs. non-allocated distinction
  • Status in cadastral and title deed records
  • Ownership and usage rights
  • Transfer of ownership and establishment of limited real rights
  • Easement rights, usage permits, temporary allocations
  • Basic legislation regarding public real estates
  • Expropriation Law No. 2942
  • State Tender Law No. 2886
  • Treasury Real Estates Law No. 4706
  • Municipality Law No. 5393

2. Valuation Methods and Applications in Public Real Estates (Day 2)

  • Differences between public and private sector valuation

Learning Outcomes

  • To teach the types and characteristics of public real estates: Classifying and understanding properties owned by the treasury, municipalities, foundations, and other public institutions.
  • To teach valuation methods compliant with public legislation: Determining values in accordance with regulations such as the Expropriation Law No. 2942, State Tender Law No. 2886, and National Real Estate legislation.
  • To establish a balance between public interest and market conditions: Ensuring valuation that protects public rights while remaining realistic and market-compatible.
  • To provide applied valuation and reporting skills: Enabling preparation of detailed reports for cases such as expropriation, allocation, sale, ecrimisil, and easement rights.
