  • Training Method: Face to face
  • Training Date: To be scheduled when sufficient demand is reached.
  • Training Hours: 17:00-23:00
  • Training Duration: 24 Hours (4 Days * 6 Hours)
  • Training Venue: Bursa Uludağ University Görükle Campus, Faculty of Economics and Administrative Sciences – C Block
  • If a sufficient number of participants is reached in other provinces outside Bursa, the training will also be held face to face in your city on a separately planned date.
  • Number of Participants: Minimum 20, maximum 30 participants.

If the number of participants is below 20, the training will not be held and the fees will be refunded. For 30 or more participants, new groups will be formed based on registration priority. The training location, schedule, and hours will be communicated to participants via WhatsApp before the start of the course.

Training Fee: 5,000 TL including 10% VAT
Certificate: Certificate of Participation is awarded with at least 80% attendance.

 

Purpose of the Training

The purpose of the Public Property Valuation Training is to provide the knowledge, methods, and practical skills necessary to objectively determine the value of public lands, plots, buildings, and facilities based on economic, legal, and technical criteria.

Unlike private valuation methods, this training also covers additional dynamics such as public interest, administrative legislation, legal restrictions, and public policies.

 

Expert Witness Specialization Qualifications

 

At the End of the Training:

1. To teach the types and characteristics of public properties:

To classify and understand the characteristics of properties owned by the Treasury, municipalities, foundations, and other public institutions.

2. To teach valuation methods in accordance with public legislation:

To conduct valuations in compliance with regulations such as the Expropriation Law No. 2942, the State Tender Law No. 2886, and National Real Estate legislation.

3. To balance public interest with market dynamics:
To ensure realistic and market-aligned valuations that also protect public rights.

4. To provide practical valuation and reporting skills:
To train participants to prepare detailed reports for cases such as expropriation, allocation, sale, usufruct, and easement rights.

Important:

The training is organized to enhance professional competence and knowledge for those who meet the qualifications announced by the Expert Witness Department, provided that they have at least 5 years of practical experience in the field required for Basic Expert Witnessing.

The certificate obtained from this training does not serve as proof of the 5-year work requirement in the field.

    • Properties owned by the Treasury, municipalities, special provincial administrations, and foundations
  • Types and characteristics of properties
    • Land, plots, fields, buildings, facilities, coastlines, meadows, highlands, etc.
    • Distinction between allocated and non-allocated properties
    • Status in cadastral and title registry records
  • Ownership and usage rights
    • Transfer of ownership, establishment of limited real rights
    • Usufruct rights, permits, temporary allocations
  • Basic legislation related to public properties
    • Expropriation Law No. 2942

    • Valuation in cases of unauthorized occupation
    • Expert witness duties and report writing in court

  • A Certificate of Participation will be awarded to participants with 80% or higher attendance.
