Who Can Attend?
According to Ministry Circular No. 171 regarding Basic Concordat Commissioner Training, only individuals with five years of professional experience who have acquired the necessary theoretical and practical knowledge to perform commissioner duties can attend the training.
Attendance Requirement
Participation in the basic training is mandatory. Attendance is recorded by the training institution. Those who do not attend at least 1/12 of the classes will be excluded from the program.
Validity of the Concordat Commissioner Certificate
Commissioners must receive at least twelve hours of refresher training every three years from authorized institutions. They are required to attend within the third year from the date they are listed. Those who do not attend cannot be re-listed.
Exemptions from Concordat Commissioner Training
Those holding the title of professor or associate professor in civil procedure and enforcement law, civil law, commercial law, business, economics, finance, or accounting are exempt from commissioner training.
Training Content
The basic training covers general principles of enforcement and bankruptcy law, concordat legislation, the commissioner’s qualifications, duties, powers, obligations, legal/criminal responsibilities, concordat projects, duties of creditors’ committees, business management, financial analysis, crisis management, report writing procedures and techniques, and other topics determined by the Presidency.
Trainers
- The basic training is provided by academicians with the title of professor, associate professor, or doctor in civil procedure, enforcement-bankruptcy law, commercial law, business, economics, finance, and accounting.
Important Information
- When the dates for registration in the Concordat Commissioner Register are announced by the Regional Boards of Expertise, applications will only be accepted online using the participation certificate and other documents. Physical applications will not be accepted.
- Certificates will be sent to your address via PTT Cargo after the training. Your address and contact information must be up-to-date.

Note: In case of inability to attend after final registration, refunds may take approximately 1 month due to internal processes arising from revolving fund procedures. Please consider this before final registration.
