Occupational Health and Safety Training Services for Employers and Employer Representatives

Legal Basis:
Implemented within the framework of the “Regulation on Occupational Health and Safety Services to be Conducted by the Employer or Employer Representative in Workplaces” dated 29.06.2015 and numbered 29401.

Training Process Information

The program is designed to enable employers or employer representatives to effectively carry out occupational health and safety (OHS) services in accordance with the legislation. It is a fully asynchronous (non-synchronous) online training model.

This training program is conducted in accordance with the distance education principles.

The training will be held between the start and end dates specified. During this period, all lesson videos will be available 24/7; participants can watch the lesson contents as much as they want at times that suit their schedule.

Participants are required to watch all modules of the training to be considered successful.

The training duration is 1 month (30 days). Participants must complete all lessons within this time frame.

Participants who complete the entire training will be considered to have successfully finished the program and will be eligible to receive a completion certificate.

An E-Government approved certificate will be provided to participants at the end of the training.

Target Audience

Employers, employer representatives, and individuals who will personally carry out OHS services within the scope of the regulation.

Owners or managers of workplaces in the low-risk class with fewer than 50 employees,

Persons who will work/serve as employer representatives,

Entrepreneurs who plan to start a business and wish to fulfill the legal obligation in this regard.

Persons under the age of 18 cannot apply for this training.

  • This training is not for interns, it is aimed at employers and employer representatives who will work at low-risk workplaces with fewer than 50 employees.

Employer and Employer Representative OHS Training: Practical Principles and Commonly Encountered Situations

Under the Occupational Health and Safety Law No. 6331, employers and employer representatives can personally carry out OHS services under certain conditions. However, in order to exercise this authority, it is mandatory to have the qualifications set forth by the legislation and complete the Employer/Employer Representative OHS Training provided by authorized institutions designated by the Ministry.

1. Training Obligation and Scope

It is prohibited to carry out OHS services without training. In case services are provided without training, an administrative fine is imposed according to Article 26 of the Law No. 6331.
This training is only valid for workplaces in the low-risk class with fewer than 50 employees. The training certificate is valid indefinitely; however, if there is a change in the legislation or the risk class of the workplace, retraining is recommended.

2. Authority Limits of Employers and Employer Representatives

  • Employers can assume OHS services in multiple workplaces within the same province if they are in the low-risk class.
  • Employer representatives are authorized only for one workplace.
    The person acting as the employer representative must be authorized on behalf of the employer and appear as such in SGK records.

3. Post-Training Process and OHS-KATİP Registration

After completing the training, participants must log into the OHS-KATİP system and;

  1. Upload employer or workplace information,
  2. Upload training certificates,
  3. Complete the commitment process.
    After Ministry approval, the service will be valid. If the commitment process is not completed, the service becomes legally invalid and the employer will face administrative sanctions.

4. Certificate Validity and Renewal Conditions

There is no restriction on the validity period of the certificate in the legislation. However, if:

  • There is a change in the risk class,
  • The number of employees exceeds 50,
  • Significant changes occur in the workplace structure,

the assignment of a safety specialist or workplace physician should be made in accordance with the new conditions.

5. Training Institutions and Authorized Organizations

The training can only be provided by universities that have signed a protocol with the Ministry of Labor and Social Security, public institutions, or professional chambers. In this context, for example, Bursa Uludağ University is one of the prominent authorized institutions with its current curriculum and expert trainers.

6. Employer Change or Representative Appointment

If the employer representative's term ends, the new representative must complete the training and register in OHS-KATİP. Otherwise, the service provided will be considered invalid.

7. Certificate Validity and Transition Process

Certificates obtained before the regulation came into effect can be replaced with the current certificate format (EK-3) of the regulation if applied by 31 December 2025.

8. Competence and Activity Limits

The activities that can be carried out by the employer or representative;

  • Providing OHS training to employees,
  • Administrative procedures such as certificate and record arrangements.
    However, pre-employment and periodic health checkups and environmental measurements can only be carried out by a workplace physician or safety expert.
