Notice: According to the announcement by the Ministry of Justice, Department of Expert Witnesses, an extension has been granted for applications submitted through the UYAP Expert Portal. Applications can be made until February 16, 2026 (23:59).
Candidates who have completed the registry application cannot upload their participation certificate additionally for this period. It can be obtained for training information or development purposes. Candidates who have not yet applied to the registry can upload their participation certificate during the application.

Training Information

  • Training Method: Face-to-Face (On-site)
  • Training Date: Planned once a sufficient number of pre-applications is reached
  • Training Duration: 24 hours (4 days x 6 hours)
  • Training Location: Bursa Uludağ University, Görükle Campus
  • Capacity: Minimum 20, maximum 30. If at least the minimum number of participants is reached in 80 provinces outside Bursa, on-site training will be planned in your city. Training will not be held below 20 participants, fee will be refunded. New groups created for applications above 30 participants.
  • Certificate: Issued for 80% or higher attendance

Important Information

The training is organized by the Department of Basic Expert Witnesses to improve the professional development and knowledge of those who have at least 5 years of practical experience in their field and meet the qualifications announced in the link below.

The certificate obtained from the training cannot be used as proof of the 5-year practical experience.

Training Purpose

Social security legislation is a broad field covering many technical topics, including retirement, work accidents, occupational diseases, disability, death pensions, number of premium days, and compensation calculations. This training aims to provide participants with the knowledge and skills to accurately, quickly, and legally perform calculations based on social security law.

Throughout the program, practical exercises will be conducted using real case examples in light of the Social Insurances and General Health Insurance Law No. 5510, relevant regulations, and current court decisions. Thus, participants will strengthen their theoretical knowledge and gain practical calculation competence.

Theoretical Training (12 hours)

  • Basic concepts of Social Security Law
  • Types of insurance, start and end dates
  • Employer, subcontractor, and occupational codes
  • Short-term and long-term insurance branches
  • Notional and actual service periods
  • Multiple insurance statuses and applications
  • Service crediting
  • Premium base earnings and exemptions
  • Administrative fines and objection procedures
  • Minimum labor applications
  • Premium incentives and supports
  • Overpayments and collection procedures
  • Fraudulent divorces and Article 56 sanctions
  • SGK inspection processes and legal recourses

Practical Training (12 hours)

  • Insurance and employer determinations
  • Work accident investigations and compensation calculations
  • Retirement eligibility and monthly calculations
  • Effects of service crediting
  • Premium day and earning calculations
  • Examples of administrative fines
  • Minimum labor calculations (construction & tendered works)
  • Collection of premium receivables and statute of limitations
  • Legal cases related to SGK audits

  • Certificate issued for 80% or higher attendance
  • Certificates are sent via PTT Cargo after the training. It is the participant’s responsibility to keep address and contact information updated.
